Robert Greenwald: With needed defense cuts on the horizon, industry forces rev up the propaganda machine

You know it's a big moment for defenders of the United States' bloated military budget when some of the all-time superstars of the Military-Industrial-Congressional Complex descend on Capitol Hill to fight for their perceived right to profit.

The U.S. House of Representatives is scheduled to address the 2013 Defense Appropriations bill beginning Wednesday, which will go a long way in framing the later debate on automatic cuts to defense set to happen on January 2, 2013. The "sequester" was set into law -- via the Budget Control Act -- last year in an effort to compel Congress to reach a deficit-reduction plan. The automatic cuts would take the Pentagon's requested FY 2013 budget of $526 billion to $469 billion, reducing Department of Defense spending by around $1 trillion over the next decade. The Congressional Budget Office says that amount is "larger than it was in 2006 (in 2013 dollars) and larger than the average base budget during the 1980s." If you recall, 2006 wasn't such a bad year to be a defense contractor.

Ahead of that floor debate, House Armed Services Committee Chairman Howard "Buck" McKeon (R-Calif.) -- the top benefactor of defense-industry contributions in Washington as Brave New Foundation's War Costs campaign has pointed out before -- will allow the likes of Lockheed Martin CEO Robert Stevens yet another platform -- after weeks crying foul over potential jobs cuts a reduced defense budget would mean -- to inject further panic and hype in front of a committee hearing Wednesday morning on Capitol Hill.

Stevens has called the planned cuts "blunt force trauma" to the defense industry's economic well-being. Lockheed has also threatened to send layoff notices to employees ahead of Election Day, a craven attempt to scare workers and members of Congress with industry jobs in their districts. This is not to mention the$25.4 million Stevens made in 2011, the second consecutive year of record revenue and profit for the defense industry. Maybe Stevens could find money for his employees by cutting lobby expenditures? Lockheed spent $15 million on lobbying in 2011, up 19 percent from 2010. Lobbying by all defense contractors went up 11.5 percent in the first quarter of 2012, to $15.9 million. The idea that the likes of Lockheed Martin taking a cataclysmic tumble following the needed cuts to defense is about as unbelievable as how much taxpayer money that went to defense contractors in 2011, $373 billion, the second-highest yearly total ever. Here, Stevens and his ilk are at it again, pushing for more profits at the risk of further death and destruction, as War Costs has examined in the past.

By the way, this is an industry that, from 2008 to 2010, paid an average annual tax rate of 17.5 percent, making it among the least-taxed sectors in the country. Boeing itself paid a rate of -1.8 percent, according to the Citizens for Tax Justice.

On Tuesday, the Aerospace Industries Association unveiled an update to their 2011 study on the economic impact of such cuts. True to an industry attempting to protect their bottom line, the studies predict excessive job loss next year, around 1.09 million, if the cuts occur. Economists and academics have had a field day debunking this study, partly because, according to the Political Economy Research Institute at the University of Massachusetts-Amherst, defense spending creates fewer jobs compared to other forms of government spending -- on sectors like health care and education -- and even some tax cuts. Industry shilling is only part of the onslaught. Also on Tuesday, former Vice President Dick Cheney -- a scion of wasteful defense spending, profiteering and all that is the revolving door between government and industry in Washington -- was on Capitol Hill rallying Republicans to the cause. According to Politico, Senate Republicans described the meeting with Cheney as short on policy replacements for cuts and big on stressing the investments in place amid the defense industry. What a surprise.

The defense industry has seen record profits this past decade marked by consistent warfare and little accountability, as a final report on the amount lost during the $51.4 billion Iraq war reconstruction program concludes. Enough of the propaganda. More defense money does not make the United States safer, as we've been told, and cutting a fraction of that money does not mean "doomsday" for the country as Secretary of Defense Leon Panetta has claimed. It's simply common sense that folks across the political spectrum agree on, even those in areas heavy on defense manufacturing, according to a new comprehensive study.

Tell your members of Congress to support amendments in the bill that aim to reduce the defense budget, halt the war in Afghanistan and remove troops permanently stationed in Europe.

It's time elected officials hear our voice. Stop the spending that bankrupts us at home and encourages violence and war abroad.

Long-term ADHD drug use appears safe

ScienceDaily (July 18, 2012) ? Drugs used to treat Attention Deficit Hyperactivity Disorder (ADHD) do not appear to have long-term effects on the brain, according to new animal research from Wake Forest Baptist Medical Center.

As many as five to seven percent of elementary school children are diagnosed with ADHD, a behavioral disorder that causes problems with inattentiveness, over-activity, impulsivity, or a combination of these traits. Many of these children are treated with psychostimulant drugs, and while doctors and scientists know a lot about how these drugs work and their effectiveness, little is known about their long-term effects.

Linda Porrino, Ph.D., professor and chair of the Department of Physiology and Pharmacology, along with fellow professor Michael A. Nader, Ph.D., both of Wake Forest Baptist, and colleagues conducted an animal study to determine what the long-lasting effects may be. Their findings were surprising, said Porrino.

"We know that the drugs used to treat ADHD are very effective, but there have always been concerns about the long-lasting effects of these drugs," Porrino said. "We didn't know whether taking these drugs over a long period could harm brain development in some way or possibly lead to abuse of drugs later in adolescence."

Findings from the Wake Forest Baptist research are published online this month in the journal Neuropsychopharmacology.

The researchers studied 16 juvenile non-human primates, whose ages were equivalent to 6-to 10-year-old humans. Eight animals were in the control group that did not receive any drug treatment and the other eight were treated with a therapeutic-level dose of an extended-release form of Ritalin, or methylphenidate (MPH), for over a year, which is equivalent to about four years in children. Imaging of the animals' brains, both before and after the study, was conducted on both groups to measure brain chemistry and structure. The researchers also looked at developmental milestones to address concerns that ADHD drugs adversely affect physical growth.

Once the MPH treatment and imaging studies were concluded, the animals were given the opportunity to self administer cocaine over several months. Nader measured their propensity to acquire the drug and looked at how rapidly and in what amounts, to provide an index of vulnerability to substance abuse in adolescence. As reported in the research paper, they found no differences between groups -- monkeys treated with Ritalin during adolescence were not more vulnerable to later drug use than the control animals.

"After one year of drug therapy, we found no long-lasting effects on the neurochemistry of the brain, no changes in the structure of the developing brain. There was also no increase in the susceptibility for drug abuse later in adolescence," Porrino said. "We were very careful to give the drugs in the same doses that would be given to children. That's one of the great advantages of our study is that it's directly translatable to children."

Porrino said non-human primates provide exceptional models for developmental research because they undergo relatively long childhood and adolescent periods marked by hormonal and physiological maturation much like humans.

"Our study showed that long-term therapeutic use of drugs to treat ADHD does not cause long-term negative effects on the developing brain, and importantly, it doesn't put children at risk for substance abuse later in adolescence," she said.

One of the exciting things about this research, Porrino said, is that a "sister" study was conducted simultaneously at John Hopkins with slightly older aged animals and different drugs and their findings were similar. "We feel very confident of the results because we have replicated each other's studies within the same time frame and gotten similar results," she said. "We think that's pretty powerful and reassuring."

But, what was surprising was the bearish sentiment going forward, which forced policymakers to lower forecasts for the near term.

As before, Governor Mark Carney pointed towards Europe?s financial woes as adding volatility and uncertainty to global markets, which are already being underlined by ?greater than anticipated? contraction in China and other emerging countries.? The central bank noted the current situation as dampening commodity export growth, which the Canadian economy partially depends on for overall economic growth.? In addition, policymakers noted the current pace of government spending to be minimal in adding to the country?s expansion as consumers deal with ?record high household debt?.

As a result, the central bank is foreseeing a 2.1% pace of expansion in the current year, with a slight increase of a 2.3% growth rate next year.? Both rates are lower than the previously anticipated 2.4% forecasted rate ? with consumer prices remaining around 2%.

The decision and subsequent central bank text should place some downward pressure on the Canadian dollar in the near term, which is currently being fueled higher by positive correlations with crude oil.

Skype calls instant-message privacy bug 'rare'

(AP) ? Online calling service Skype is confirming a bug that has caused instant messages to be sent to the wrong contacts.

Skype, which is owned by Microsoft Corp., said in a statement Monday that only a "small number of users" are affected. It called the bug a "rare occurrence" but did not go into details about what caused it or exactly how many people were affected.

Skype says it will send out a software update that fixes the problem in the next few days.

The bug was first described in Skype's online support forums and reported in various technology blogs.

The organisation feels that if Kalmadi is allowed to continue as IOA president, it paramount to the entire sports system being corrupted.

Indian contingent for the Games has been finalised a month back and Mr Kalmadi does not figure in it," IOA acting president V K Malhotra said in a statement, while reacting to Kalmadi's plans to attend the London Olympics.

California Law Will Allow Hands-Free Texting While Driving

SAN JOSE (CBS / AP) ? California drivers will be allowed to text when they?re behind the wheel of a car, as long as they?re using a hands-free device, and with some restrictions.

Under a bill signed into law by Gov. Jerry Brown on Friday, beginning January 1, drivers will be able to send, dictate and listen to text messages, but only if they?re using a voice-activated device attached to a cellphone.

The new law, sponsored by California Assemblyman Jeff Miller, R-Corona, will allow Californians to text behind the wheel for the first time since texting while driving was outlawed more than three years ago.

But the there?s some confusion over the new law, including which devices will be legal.

The California Highway Patrol says simply turning on a cellphone, or selecting a phone?s hands-free text app, can result in a ticket.

The most malicious parable concerning the education of lawyers is found in a short sketch by Klaus Eschen: Legal education resembles the training of fleas -- you lock them in a box and put a glass plate on top of it. When the fleas try to jump, they hit the glass plate. As time goes by, they learn to jump less high even when the plate is removed. The process is repeated, putting the glass plate ever lower, until the fleas can do no more than creep? around: "When they've learned to move around only by creeping, they have completed their training for the flea circus. In legal terms, this is about the time of the bar exam."

Fischer, a criminal-law judge on Germany's highest criminal court, is here reviewing another book, 'German-Language Criminal Law in Self-Portrait', a collection of autobiographical essays by leading German criminal-law professors. Fischer's essay could have been yet another German exercise in Selbtsbeweihr?ucherung*, but Fischer decides to probe beneath the surface. What do these essays reveal about the character and personality of German criminal-law professors, and of the state of the profession?

His conclusions are not particularly flattering. He finds the professors, in their own portraits, curiously passionless and conformist. Their life stories highlight conventional bourgeois virtues and portray a relatively quick and painless integration into the realities of university life: the long years spent sucking up to various authority figures, tedious disputes about arcane dogmatic positions, the gradual accumulation of a thick carapace of self-importance and professional vanity.

The primary maxim of most of these professors' lives, Fischer argues, is 'don't rock the boat'. This helps explain why they did startlingly little to analyze the role of German criminal law in National Socialist times. Although the professors writing their own biographies were born too late for the war, their mentors certainly weren't and many of them were active Nazis, sometimes fanatical ones. There are many descriptions of the brilliance and harmless eccentricities of the previous generation of scholars, but their involvement with Nazism is downplayed or ignored altogether. In German professorial circles, it seems, controversies about theoretical constructs which are of no interest to anyone outside a tiny circle are welcome, but discussions about the fundamental questions of personal responsibility, individual and social morality, and other such suspiciously interesting topics must be avoided at all costs.

Altogether a fascinating, if disturbing read. Nor did it go unnoticed: saying non-complimentary and occasionally controversial things about prominent professors has also gotten Fischer into a bit of trouble (g). Is Fischer on target, or is he too cynical? Just click on this link and judge for yourself. Oh wait, there is no link. As with so much of German academic writing, the essay appears nowhere online. It exists only on dead trees, packed into a 900-page book, gathering dust at your local law library. Sad, really -- this is a lively and insightful piece which deserves a broader audience...

* Selbtsbeweihr?ucherung is also the German Word of the Week. It translates, roughly, as 'wafting incense around yourself'. It's a wonderfully poetic way to refer to the sort of pompous, smug self-congratulation that's especially common during official events. Christoph Maria Herbst recently went beyond merely denouncing it to enacting it when he gave a speech at the German movie awards. Handing out portable censers to the guests in the front rows, he encouraged them to waft themselves in incense, since that was the main point of the ceremony -- to allow the German film industry to celebrate its ability to make worthy, horribly dull movies.

Obama unrelenting in bashing Romney's job record

RICHMOND, Va. (AP) ? Mitt Romney insists that he stepped down from his private equity firm years earlier than federal records indicate, but President Barack Obama is more than a little skeptical and says his Republican rival has much to explain.

Obama campaign advisers said the president, during a second straight day in tightly contested Virginia, planned to remind voters on Saturday of the discrepancies between Securities and Exchange Commission filings and Romney's recollection of his role at Boston-based Bain Capital.

Obama was focusing on a state that he won in 2008, a first for a Democratic nominee since 1964, and on an issue that Romney says diverts attention from struggling economy.

A new ad from Obama's campaign repeated the charges that the firm shipped American jobs to China and Mexico; that Romney has personal wealth in investments in Switzerland, Bermuda and the Cayman Islands; and that as Massachusetts governor, he sent state jobs to India.

"Mitt Romney's not the solution. He's the problem," the ads says as Romney is heard singing "America the Beautiful."

At stake is Romney's chief contention that as a former businessman, he has the experience to create jobs and spur a struggling economy. The Obama campaign has countered that Romney ran a firm that pioneered the practice of sending American jobs out of the country and that his background is one of an investor.

The ad was set to run in closely fought Colorado, Florida, Iowa, North Carolina, New Hampshire, Nevada, Ohio, Pennsylvania and Virginia, and debuts as Democrats and some Republicans call for Romney to release tax returns going back several years. Romney has said he won't go beyond releasing his 2010 tax records and, before the November election, his 2011 taxes.

"You can never satisfy the opposition research team of the Obama organization," Romney told CBS on Friday.

In a round of interviews, the Republican candidate defended his account of his role at Bain, and said Obama owed him an apology for an aide's suggestion that the Security and Exchange Commission filings, if false, could bring a felony charge.

"This is simply beneath the dignity of the presidency of the United States," Romney told ABC.

Backhanding the request, the Obama campaign responded with a Web video that shows Romney criticizing Obama in speeches and interviews. Romney accuses the president of not understanding freedom and following an appeasement strategy in foreign affairs, and says he intends to "stuff it down his throat and point out that it is capitalism and freedom that makes this country strong."

On the flight from Washington to Richmond, Obama campaign spokeswoman Jennifer Psaki said that Romney "spends a lot of time asking for apologies, but he spends a lot of time attacking."

It wasn't just Obama, though, pressuring Romney.

"There is no whining in politics," chided John Weaver, a veteran Republican strategist. "Stop demanding an apology, release your tax returns."

Romney seemed unlikely to find any contrition from the Obama campaign over an issue the president's aides see as a winner for them.

The precise role Romney played at Bain between 1999 and 2001 raises questions about his credibility and whether he was in charge when Bain was sending jobs overseas during that period.

SEC documents show that Romney was in charge of the Boston-based company from 1999 to 2001, the period in which Bain outsourced jobs and ran companies that fell into bankruptcy. Romney says he was at the head of the company as it transitioned to new ownership but did not manage it.

Obama said the questions raised in numerous media reports and highlighted by his own campaign aides were a legitimate part of the race for the White House.

"Ultimately, I think, Mr. Romney is going to have to answer those questions because if he aspires to being president, one of the things you learn is you're ultimately responsible for the conduct of your operations," Obama said in an interview with the District of Columbia's WJLA-TV.

Romney called that "Chicago-style politics at its worst" and accused the president, who's from Chicago, and his campaign of trying to shift attention from the economy and unemployment situation.

In trying to put the matter behind him and return the campaign to his economic arguments, Romney declared he had "no role whatsoever in the management" of the company after he left to take over the Salt Lake City Olympic Games in early 1999.

Romney acknowledged that he would have benefited financially from Bain's operations even after he left management of the firm to others. That could open him up to criticism that he gained from investment in companies that sent jobs overseas.

"All of the investors participate in the success or failure of various investments, just like you do as a shareholder of an enterprise," Romney told CBS.

Bain Capital said in a statement that Romney "remained the sole stockholder for a time while formal ownership was being documented and transferred to the group of partners who took over management of the firm in 1999."

I am afraid it?s a sign of what is to come for the rest of the state. I would like to warn all those city, county and state employees that your jobs and pensions will not be untouched.

The ridiculous fairy tale that the unions told you about your jobs and retirement was a lie to buy votes. This fairy tale will soon turn into a nightmare because there is no money to pay for those outrageous salaries and pensions. The unions lied to you. The politicians lied to you. Now it?s time decide to throw the bums out, and join the real world. Many union employees have been insulated from the terrible recession that the rest of us in the state have endured.

Over the past four years the federal government has sent stimulus money to prop up the California state and local governments that, in one way or another, fund many union jobs. Many of those jobs were not threatened until now. The money has dried up from the federal government stimulus program, and California faces a crisis.

This mess was started by politicians buying votes from powerful unions. So I guess it is going to be left up to the union workers themselves to do something, since they hold all the power in the state government. Union workers, you need to stop being puppets manipulated by your masters, the union bosses. These union power brokers do not care about you. They care about your union dues and the power to manipulate you into voting for liars who make promises that cannot be kept. Get rid of those who have perpetrated this fraud.

O.C. contract negotiations ahead

MISSION VIEJO, Ray Estrada: What an opportunity our Orange County Board of Supervisors will soon have, negotiating new contracts with county employees, the sheriff?s deputies and county managers (a manager?s union?) [?County has plenty on its plate,? Editorial, July 8]. I hope they?ve grown a backbone and don?t play dead like they did with the Orange County Fire Authority.

They kind of threw the new hires under the bus on that one and didn?t take a thing from the rest. Employees can still retire early with potentially 150 percent of their base pay monthly, plus benefits, like most of our government workers.

You see, they get 3 percent for each year of service, fair enough. But, you factor in overtime during the past few years before retirement. Funny, the Register news articles never include that when writing about the bloated, underfunded pension liabilities that taxpayers pay. Did you know that the liability totals 80 percent of our annual budget?

I?ve had enough with my taxes being raised. Between President Barack Obama and Gov. Jerry Brown we?ll be paying enough in the next few years. O.C. Board, do the job we elected you to do. Don?t cater to unions.

Ever heard of supply and demand? Let any of them strike, you?ll have 10 applicants to one applying for these positions.

ORANGE, John Moot: I have been a deputy juvenile correctional officer for the county for the past 14 years and have loved my job. All of this talk about the increases to the county budget because of raises I find a bit ridiculous since I have not seen a raise in the past four years and many of my co-workers have also not seen an increase in pay for even longer. Supervisors have been given raises but not the rank and file. How is this fair to the workers who work their tails off, hear all of the rhetoric and still continue to do the job?

O.C. Supervisor John Moorlach needs to give me a break about asking me to pay more into my retirement when I am already paying 20 percent of my salary to retirement. The supervisors and top executives have continuously benefited, not paid into their own retirements, while the everyday workers are left to fend for themselves. County workers pay into their retirements. This is not a free benefit.

I find talk from Moorlach to be frustrating, and I pretty much see the guy as a blowhard and in it for himself. He couldn?t care less about anyone else.

Time for Correa to go

MISSION VIEJO, Dain Gingerelli: Talk about pie-in-the-sky politicking [?State Senate spends on rail,? July 7]. State Sen. Lou Correa, D-Santa Ana, could have cast the deciding vote to prompt California?s legislators to re-evaluate the high-speed rail project, but instead he voted for it, offering his constituents only this: ?I have gotten assurances from the governor and others that, in fact, O.C. projects will be part of the projects that will be considered for funding.? Then, like a train wreck waiting to happen, he adds this:

?There aren?t any guarantees, but those projects will be ? considered for funding.? But it gets worse when he justifies this method of madness in chasing down those ever elusive funds: ?That?s kind of my job as a state senator, to find those pockets of money at the state level and hopefully at the federal level.?

If Correa is only ?kind of? knowledgeable about what his job is, then perhaps it?s time that he steps down from that position. In the meantime, he and the rest of California?s state legislators should know that those ?pockets of money? that Correa wistfully refers to are kind of empty.

Defector lashes Assad but Russia blocks U.N. action

BEIRUT (Reuters) - The first ambassador to abandon Syrian President Bashar al-Assad called on the army to "turn your guns on the criminals" of the government, as troops backed by tanks swarmed into a suburb of Damascus on Thursday to flush out rebels.

Nawaf al-Fares, who has close ties to the security services, was Syria's ambassador to its neighbor Iraq, one of its few friends in the region.

Coming just days after the desertion of Manaf Tlas, a brigadier general in the elite Republican Guard who grew up with the president, his defection gave the anti-Assad uprising one of its biggest boosts in 16 months of bloodshed.

But Syria's strongest ally, Russia, stuck by Assad on Thursday with a clear warning to his Western and Arab enemies that it would not even consider calls for a tough new resolution by the U.N. Security Council in New York.

Britain circulated a draft on Wednesday, backed by the United States, France and Germany, that would make compliance with a transition plan drafted by international envoy Kofi Annan enforceable under Chapter 7 of the U.N. Charter.

This would allow the council to authorize actions ranging from diplomatic and economic sanctions to military intervention.

But as council members began negotiations on a resolution to renew the U.N. Syria monitoring mission, Russia's Deputy U.N. Ambassador Alexander Pankin made clear Moscow would use its veto if it had to.

"We are definitely against Chapter 7," he said. "Anything can be negotiated, but we do not negotiate this, this is a red line."

Annan himself asked the 15-member council to agree on "clear consequences" if the Syrian government or opposition failed to comply with his plan, which has produced neither a ceasefire nor political dialogue since it was agreed in April.

The British draft threatens the Syrian government with sanctions unless it stops using heavy weapons and withdraws its troops from towns and cities within 10 days.

"PEOPLE ARE TERRIFIED"

While the insurgents cannot match the Syrian army's firepower, they have managed to establish footholds in towns, cities and villages across Syria, often prompting Assad's forces to respond with helicopter gunships and artillery.

On Thursday, residents reported the first bombardment of the capital as security forces used mortars, then tanks and infantry to try to flush out rebels near Kfar Souseh, a southern suburb.

Activists said tanks had fired from the Hadi Mosque to the east and al-Mazzeh military airport immediately to the west.

"I woke up this morning and saw helicopters flying over the area. Then I started hearing the mortars. There were about six or seven of them in the past half hour," said anti-government activist Hazem al-Aqad.

"People are terrified, families are getting in their cars and rushing away as fast as they can."

The official news agency SANA said Syrian forces killed rebels shipping arms in two boats on Lake Qotaina, near Homs.

Assad's opponents say 13,000 armed and unarmed opponents of Assad, and 4,300 members of security forces loyal to Damascus, have been killed since the uprising began 16 months ago.

The activist Syrian Observatory for Human Rights said 42 people had been killed so far on Thursday, 30 of them civilians.

Tlas, socialite son of a veteran former defense minister, has made no public comment since fleeing, but France said on Thursday he was in contact with Syrian rebels.

"I know the opposition and this general have approached each other ... contact has been made," said Foreign Minister Laurent Fabius. But he said he could not confirm Tlas was in Paris.

Fares by contrast immediately went public, posting a video statement on Facebook on Wednesday that repeatedly said government forces had been killing civilians.

"DEFEND THE COUNTRY"

"I declare that I have joined, from this moment, the ranks of the revolution of the Syrian people," he said.

"I ask ... the members of the military to join the revolution and to defend the country and the citizens. Turn your guns on the criminals from this regime ...

"Every Syrian man has to join the revolution to remove this nightmare and this gang," he said, accusing the Assad family and its allies of corruption and "destroying society" for 40 years.

Iraqi Foreign Minister Hoshiyar Zebari said Fares was now in Qatar, one of the Gulf states overtly supporting the rebels.

"He is a man of strong military and security background," Zebari told reporters in Paris. "We were surprised by his defection because he was a loyal member of the regime."

Assad's crackdown on what began as a broad, peaceful pro-democracy movement helped turn it into an armed rebellion, but the insurgents know they must erode the loyalty and conviction of his establishment to loosen its hold on power.

In Damascus, a terse government statement said: "The Syrian Foreign Ministry declares that Nawaf al-Fares has been relieved of his duties and he no longer has any link to our embassy in Baghdad or the foreign ministry. They embassy in Iraq will continue carrying out its normal duties."

A White House spokesman said: "I think the Syrian government's response is you can't quit you're fired, which is another sign of the desperation ... enveloping the Assad regime."

Russia and China, both veto-wielding permanent members of the U.N. Security Council, have for months blocked attempts to increase the pressure on Assad, endorsing his argument that he is defending his country against armed groups bent on toppling him with the backing of the West and Sunni Arab Gulf monarchies.

"Obviously we are talking with the Russians and others about what will happen after Assad leaves, but for the moment it's true that they haven't come round to our way of thinking," French Foreign minister Laurent Fabius told reporters.

"The Russians are not blind, they can see that there are defections."

Most of Assad's political and military establishment are members of the minority Alawite sect, an offshoot of Shi'ite Islam. The revolt and the fighters behind it are mostly Sunni Muslims, as are Tlas and Fares.

Their defections may indicate a growing alienation among the Sunni business elite, which had been slow to embrace a revolt that began among poorer parts of the majority community.

Antarctica at risk from human activities

ScienceDaily (July 12, 2012) ? The continent of Antarctica is at risk from human activities and other forces, and environmental management is needed to protect the planet's last great wilderness area, says an international team of researchers, including a Texas A&M University oceanographer, in a paper published in the current issue of Science magazine.

Mahlon "Chuck" Kennicutt II, professor of oceanography who has conducted research in the area for more than 25 years, says Antarctica faces growing threats from global warming, loss of sea ice and landed ice, increased tourism, over-fishing in the region, pollution and invasive species creeping into the area. One of the longer-term concerns that may present the greatest threat overall is the potential for oil, gas and mineral exploitation on the continent and in the surrounding ocean, the authors note.

Kennicutt says the Antarctic Treaty System that governs the continent has worked well since it was established in 1962 and that 50 countries currently adhere to the treaty, but it is under pressure today from global climate changes and the ever-present interest in the area's natural resources, from fish to krill to oil to gas to minerals.

"Many people may not realize that Antarctica is a like a 'canary in a coal mine' when it comes to global warming, and Antarctica serves as a sort of thermostat for Earth," he points out. "The polar regions are the most sensitive regions on Earth to global warming, responding rapidly, so what happens in Antarctica in response to this warming affects the entire Earth system in many ways that we barely understand," Kennicutt explains. "Antarctica contains over 90 percent of the fresh water in the world, locked up as solid water in its massive ice sheets. Research that develops fundamental knowledge and understanding of these complex systems conducted in and from Antarctica is critical to understanding many of the challenges facing Earth today."

In addition to conducting research in the area, Kennicutt is also president of the Scientific Committee for Antarctic Research (SCAR), formed in 1958 to coordinate international research in the region.

More than twice the size of the United States, Antarctica has no cities, no government and no permanent residents. All who go to Antarctica are short-time visitors, whether they are scientists, personnel that support scientists or tourists. Antarctica is the coldest, driest and windiest location on Earth and is the only continent with no time zones.

"The Antarctic Treaty has worked well for the past 50 years, but we need to rethink how best to protect the continent from a range of growing of threats," Kennicutt adds.

"The treaty forbids oil or gas development, but it's possible that could be challenged in the years to come. Until now, energy companies have shown little interest in exploring the southern reaches of our planet because of the harsh conditions, the distance to market and the lack of technologies make it a very expensive commercial proposition.

"In the 1960s, most believed that drilling on the North Slope of Alaska was not economical, and in less than 30 years, it became one of the world's major sources of oil. Deep-water drilling today is practiced worldwide and subfloor completion technologies are rapidly advancing, so barriers in the past may soon be overcome increasing the threat to Antarctica in the not-so-distant future."

Another problem -- melting ice from several areas of Antarctica -- is a very real concern today, Kennicutt adds.

"A report in the news last week shows that sea-level rise on the east coast of the U.S. is occurring much faster than predicted," he notes.

"As the planet warms and the massive ice sheets break apart and melt, sea levels could continue to rise dramatically, not only in the U.S. but around the world. The ice sheets of Antarctica are known as the 'sleeping giants' in the ongoing debates about climate change and sea level rise. Scientists have only rudimentary understanding of how and when these 'giants' will contribute to sea level in the future."

He adds that the first explorers to Antarctica more than 100 years ago would be surprised to see how things have changed in the region.

For instance, it has been proven there are more than 300 sub-glacial lakes in Antarctica, some of them as big as the Great Lakes, and the huge ice sheets in the area flow like rivers to the ocean. He adds that growing tourism in the area and numerous scientific expeditions suggest that the prospect of permanent human settlements is not out of the question.

"All of these concerns pose serious challenges to conservation and protection efforts in Antarctica," Kennicutt notes.

"The bottom line is that we need to make sure that existing agreements and practices that address and respond to these threats are robust enough to last for the next 50 years, and that they truly provide the necessary protection of Antarctica that we all wish for and that we owe to future generations."
