Carlos Tevez's agent in talks with AC Milan

MILAN (AP) -Carlos Tevez's agent has opened up the possibility of the Argentina striker ending his unhappy stay at Manchester City by joining Serie A giant AC Milan.

Kia Joorabchian had a two-hour meeting with Milan vice president Adriano Galliani at the club's headquarters on Thursday.

"Football is great in Italy, there are great clubs," Joorabchian told Italian TV station Sky Sport on Friday. "Milan is one of the biggest clubs in the world and of course there is the possibility that Carlito will go to a great club."

City manager Roberto Mancini said last week that Tevez's decision to return to Argentina without permission had ended any hope the forward had of playing for the Premier League club again.

Tevez has still not returned to Manchester and recently missed a scheduled meeting with the Premier League leaders to discuss his future.

Mancini refused to answer questions about the matter in his weekly news conference Friday, emphatically stating, "I do not want to speak about Carlos Tevez."

Tevez has not played since apparently refusing an instruction from Mancini to warm up during a Champions League game against Bayern Munich in September.

City fined Tevez four weeks' wages last month but was forced to halve it after England's players' union intervened.

AC Milan's Serie A rival Juventus is also said to be interested in Tevez, but a meeting with the player's representatives on Friday was reportedly postponed.

Tevez is under contract with City until 2014. It will reportedly cost ?4 million ($5.3 million) to take the 27-year-old forward on loan and a further ?20 million ($26.5 million) to make the transfer permanent in the summer. A stumbling block could be the wages, with Tevez earning around ?10 million ($13.2 million) a season at City.

Milan is in the hunt for a striker, with Antonio Cassano set to miss the rest of the season as he recovers from heart surgery.

Tevez, however, would not be eligible for the Champions League after featuring for City against Napoli at the beginning of the campaign.

Tevez has long been linked with a move to Italy, despite the Argentina striker saying several times he wishes to return to South America to be closer to his family, including his two daughters who live with his wife in Buenos Aires.

The 2009 recruit from Manchester United was City's top scorer during its run to the FA Cup title last year that ended a 35-year trophy drought.

However, the season was not without controversy for the City captain after he handed in a written transfer request in December, saying that his relationship with "certain executives and individuals at the club" was beyond repair.

Tevez later retracted his request but seemed destined to leave the club during the summer.

Despite saying he would not return to Manchester even for a holiday, he failed in his attempts to secure a transfer in the offseason back to Brazilian club Corinthians, which he left in 2006 to join West Ham.

Putin warns West as he launches presidential bid

Prime Minister Vladimir Putin sternly warned the West not to interfere in Russia's elections, as he formally launched his campaign to reclaim the presidency in a speech Sunday before thousands of flag-waving supporters.

Putin stepped down in 2008 after two presidential terms, but kept his hold on power. He announced in September that he intended to return to the top job next year and on Sunday was formally nominated by his United Russia party.

"All our foreign partners need to understand this: Russia is a democratic country, it's a reliable and predictable partner with which they can and must reach agreement but on which they cannot impose anything from the outside," Putin told his audience.

The boisterous party congress, which was televised live, was aimed at boosting support for Putin and his party ahead of parliamentary elections one week away.

Increasingly seen as representing the interests of a corrupt bureaucracy, United Russia has watched its public approval ratings plummet in recent months. The party is still certain to win the Dec. 4 election, but is expected to lose the current two-thirds majority that has allowed it to change the constitution at will.

Putin's decision to swap jobs with President Dmitry Medvedev after the presidential vote in March, presented as a done deal at the party congress in September, also has soured the public mood. Many Russians are afraid that Putin will strengthen his authoritarian tendencies and remain in power for 12 more years to become the longest-serving leader since Communist times.

Sunday's congress began with a steel worker, a businessman, a farmer, a decorated special services officer and a noted film director standing up one after another to praise Putin as the only man capable of leading the country. The 11,000 delegates filling the Moscow sports arena chanted "Putin, Putin" and "The people trust Putin!"

Putin promised Russians stability, a word he repeated often throughout his speech. In countering criticism that he has tightened his control at the expense of democracy, Putin insisted that Russia needs a "stable political system" to guarantee "stable development" for decades to come.

"This is an extremely important task for Russia with its history of upheavals and revolutions," he said.

He used the occasion to lash out at opposition leaders, saying they had brought the country to ruin when they served in the government in the 1990s.

"They killed industry, agriculture and the social sphere," Putin said. "They stabbed the knife of civil war in the very heart of Russia by allowing bloodshed in the North Caucasus. In fact, they led the country to the brink of catastrophe, the edge of a precipice."

He said Russia wants to develop cooperation with the West, but strongly warned the United States and Europe against paying too much attention to the Kremlin's critics and providing them with financial support.

"We know that ... representatives of some countries meet with those whom they pay money, the so-called grant receivers, give them instructions and guidance for what 'work' they need to do to influence the election campaign in our country," Putin said.

"That's a wasted effort, like throwing money to the winds," he said.

He said those who provide grants to Russian non-governmental organizations "would do better using this money to pay back their domestic debt and stop conducting such a costly and inefficient foreign policy."

Putin promised his countrymen that by maintaining a steady course they would build "a strong, rich and prosperous Russia." Offering something for everyone, he pledged to make it easier to do business, to improve the educational system and health care, to raise taxes on the rich and to bolster the military.

"In the next five to 10 years we must take our armed forces to a qualitatively new level. Of course, this will require big spending .... but we must do this if we want to defend the dignity of our country, if we want to protect our sovereignty and independence, protect Russian citizens."

Putin also said he would pursue his project of forming a Eurasian Union to boost integration between Russia and its neighbors, restoring some of the links that were destroyed when the Soviet Union collapsed 20 years ago.

Hungary not playing "Turkish game" with IMF talks (Reuters)

BUDAPEST (Reuters) ? Hungary hopes that credit rating agencies Fitch and S&P will wait for the results of its talks with the International Monetary Fund (IMF) and the European Union (EU) before taking any rating action, a top government official said on Sunday.

The country, whose economy is seen among the most vulnerable in central Europe, returned to the IMF for help after more than a year without a financing backstop, only to see its debt downgraded to "junk" by Moody's this week, triggering a market selloff.

The right-of-center government, which called the downgrade part of a speculative attack against the country, performed a dramatic about-face and agreed on Friday to mend ties with the EU, the IMF and the country's banks to stabilize the economy.

Hungary expects to conclude the talks on a precautionary arrangement by late January or early February, to draw what it called a safety net around its currency and bond markets amid the turmoil in the euro zone.

"We are not playing the Turkish game," Economy Ministry State Secretary Zoltan Csefalvay told Reuters in an interview, referring to the stop-go game which helped Turkey retain market confidence some years ago.

Hungary is also on the brink of non-investment grade credit status at both Fitch and Standard & Poor's, both of which attach a negative outlook to their ratings.

"I hope that the two agencies will wait for the negotiation (with the IMF) and what the outcome will be and how this safety net will help Hungary in this turbulent time," Csefalvay said.

He said the spike in government bond yields, which rose above 9 percent across the curve on Friday, was temporary and said he was confident the yields would recede.

"I think it is an immediate reaction and certainly we should wait how the market will react on it," he said. "As we have seen in other countries, it will stabilize at a lower level."

He said it was up to the National Bank of Hungary as to whether it hikes interest rates at its next policy meeting on Tuesday, even if a hike would further hinder growth.

"The central bank is independent in Hungary," he said. "If it (hikes rates), it is the independent decision of the National Bank of Hungary. We accept it."

RATE HIKE

The government has criticized the central bank's rate increases between November 2010 and January 2011, which brought rates to their current 6 percent level.

The rate has been unchanged since January, but in the wake of the downgrade analysts expect the bank to hike the rate by 25 to 200 basis points on Tuesday.

Prime Minister Viktor Orban ended aid negotiations with the IMF last year in what he said was an economic "freedom fight."

Although it has been forced back to the international lender the government has insisted it will aim for as much flexibility on economic policy as possible during the talks.

However, Csefalvay said Budapest would not shy away from discussing controversial policies, including windfall taxes on banks, as well as other policies that hurt the financial sector, such as mandatory below-market exchange rates to repay foreign currency mortgages.

"We can discuss certainly ... these crisis taxes, the bank levy or the FX mortgage repayment scheme, whether this is right or not," Csefalvay said. "But all of Europe faces new problems and to solve these we need risk and burden sharing."

He noted that the crisis taxes, the bank levy and other such measures were temporary and the government was in the middle of executing reforms that he said would allow phasing out the taxes from 2013.

"The market sees some uncertainty as to what will happen when these (crisis) measures are abolished. We have more than one year to that time. We are in the middle of many important reforms, and we should push (them) through," he said.

Csefalvay said the government would continue to pursue a growth-centered agenda even as it planned next year's budget with a growth estimate in the 0.5 to 1 percent range, below a prior target of 1.5 percent.

However, if the cabinet sees any fiscal slippage next year, it will not hesitate to take steps to raise more revenue, much like September's excise tax hike, he said.

The NFL?s fairly recent push to prevent concussions and, more importantly, to ensure that players who have concussions are prevented from playing until healthy, has created an odd tension for many players.

Men who choose to play football and who choose to accept the risks inherent to the sport often don?t want to be prevented from assuming those risks, especially when absence from the place where those risks are taken could result in someone else taking their job.? No current situation better exemplifies that than the case of Lions running back Jahvid Best, who has landed on injured reserve more than a month after suffering his latest concussion via helmet-ground contact that didn?t appear at first blush to be particularly serious.

When Best returns in 2012, assuming he?s able, any given snap could result in Best missing another extended stretch of the season.? At some point, then, the Lions will look for someone who has no history of concussions to be their top tailback.? Otherwise, the Lions constantly will risk putting themselves in the position of having to rely on an assortment of second-tier guys after Best has his next concussion, forced to hope that they can get a random big game from a guy like Kevin Smith.

In hindsight, even Matt Millen wouldn?t have traded back into the bottom of round one with the Vikings to get Best in 2010.? When he?s available to play, he plays well.? But coaches want players who?ll be available to play, and the practical consequence of the new sensitivity to concussions is that it makes players who are otherwise willing to play unavailable, and thus unattractive.

As a result, more running backs with a history of concussions at lower levels of the sport will slide in the draft, absent true gamebreaking skill that justifies taking the chance.? And more running backs will be run out of the game prematurely, with coaches drawn to players who either have had no concussions or who have been able to hide them.

That?s where this is headed.? Especially at running back, players will try harder and harder to hide concussions, because the diagnosis and treatment and unavailability that comes from having concussions will end careers prematurely.

Somewhere, there?s a proper balance between protecting men from themselves and allowing men to exercise their inalienable right to risk their health, safety, and well-being.? We are a nation that was founded and fueled by risk-takers.? At some point, men need to be permitted to pursue their chosen profession, even if the profession entails risk.? Plenty of men (and women) make a lot less money at jobs that entail far more risk than playing tackle football.

That doesn?t mean we should quit applying skepticism when it appears that players and teams hide concussions.? It?s a serious medical condition that needs to be properly evaluated and treated.? At some point, however, after the player has regained basic functions and is capable of understanding and accepting the risks, he should have the ability to choose to take that risk.

Anything else would be, at a certain level, un-American.

PARADISE ISLAND, Bahamas (AP) ? Marcus Jordan was headed to the foul line for two big shots Friday when a teammate passed along an encouraging message.

"He told me this shot is in my blood," Jordan said.

Yup, like father, like son.

Jordan, the son of Hall of Famer Michael Jordan, made two big free throws to give Central Florida the lead with 3:11 left and the Knights upset No. 4 Connecticut 68-63 in the semifinals of the Battle 4 Atlantis, snapping the Huskies' 16-game winning streak.

Jordan and Keith Clanton each scored 20 points for the Knights (4-1), who trailed by 17 early in the second half. Jordan also had seven rebounds and seven assists.

Jeremy Lamb had 15 points for the defending national champion Huskies (5-1), who lost for the first time since March 5 against Notre Dame. Alex Oriakhi added 14 points and 10 rebounds.

"I can't be more disappointed in how we played," Connecticut coach Jim Calhoun said. "We just stopped playing. We couldn't even get the ball inbounded near the end. Nobody stepped up and it was a complete disaster for us."

Calhoun was particularly disappointed in the last four minutes.

"That wasn't a run, it was an avalanche," he said.

Connecticut put together a 10-0 run to take a 50-33 lead with 16 minutes left. Lamb sparked the run with a 3-pointer and also hit two free throws during the surge.

Central Florida then scored 17 of the next 19 points to pull within two. Clanton kicked off the rally with a 3-pointer and Jordan finished the spurt with a 3.

Lamb made another 3 to stretch the Huskies' lead to five, but they couldn't hold off the pesky Knights. Jordan converted a layup, then made the two free throws to give Central Florida a 58-57 advantage. Jordan added four more foul shots down the stretch to preserve the big win.

Jordan was whistled for a technical with 16 minutes left in the game, fueling his big final surge.

"I still don't know why I got the technical," he said. "But I do know I wanted to come out and be more aggressive."

Isaiah Sykes added 10 points, including consecutive layups that stretched Central Florida's lead to 62-57 late in the game. The Knights will face Harvard in the championship game on Saturday.

Andre Drummond finished with 13 points, nine rebounds and four blocked shots for the Huskies, who led 38-29 at halftime.

"I feel like I let the team down," Lamb said. "I turned the ball over in key moments. We've lost games before but this hurts. We just need to come out with energy tomorrow and be ready to play."

Connecticut will play No. 22 Florida State in the consolation game on Saturday.

Starting point guard Shabazz Napier had seven of the Huskies' 13 turnovers, compared to eight for the Knights. Lamb had three turnovers.

Napier went 1 for 7 from the field and finished with four points and five assists.

(AP) ? Novak Djokovic is in danger of being eliminated early from the ATP World Tour Finals after losing to fellow Serb Janko Tipsarevic 3-6, 6-3, 6-3 Friday in their final round-robin match.

The loss means the top-ranked Djokovic fell to 1-2 in group play and will miss the semifinals if Tomas Berdych beats David Ferrer in the late match, with the Spaniard having already advanced. Berdych would join Ferrer, Roger Federer and Jo-Wilfried Tsonga in the last four with a win.

Djokovic again looked far from the player who was practically unbeatable for much of 2011, and a season in which he won three Grand Slam titles and claimed the No. 1 ranking may well have ended with a dud.

He was broken twice in each of the last two sets, and sent a forehand into the net on Tipsarevic's third match point.

Just like Nadal said Thursday after missing out on the semis following a loss to Tsonga, Djokovic said he has simply run out of steam at the end of the year.

"What is missing ... is that freshness," Djokovic said. "The will to win, just being on the court, giving a hundred percent. I'm not able to do that now because I just have very little left."

The Serb said he would still start preparing for a possible match against Federer on Saturday, but added that if Berdych advances instead, then "I look forward to go for a much needed rest."

"I had an unbelievable year," he said. "Nothing can really ruin that. I will always remember this year as the best of my life."

Djokovic looked in control until midway through the second set, but his game gradually unraveled after Tipsarevic broke for the first time to go up 4-2. While Djokovic broke back immediately, he made three forehand errors in his next service game to hand his countryman another break and the set.

Tipsarevic broke again with a delicate forehand volley to start the third, and then easily held serve the rest of the way. Djokovic was broken again in the final game, when he gave Tipsarevic three match points by sending an easy forehand well wide. He saved the first two with a service winner and an ace, but netted a forehand on the third.

"Not trying to undermine my performance or my victory today, (but) I can freely say that this was not Novak Djokovic from the U.S. Open or Wimbledon," Tipsarevic said. "Which is in a way normal. He won everything a person can win. He had the best season, if I'm not mistaking, in the history of this sport."

Tipsarevic entered the tournament as an alternate after Andy Murray pulled out after his loss to Ferrer on Monday, and had no chance of advancing after losing his first match to Berdych.

Djokovic was coming off a 6-3, 6-1 loss to Ferrer on Wednesday, which tied for the worst defeat for a No. 1-ranked player since 1983. He looked a lot more combative early on against Tipsarevic, showing flashes of the spectacular shotmaking that led him to a 69-4 record in 2011 heading into this tournament.

"I lost a match that I think I was on the way to win, Djokovic said. "But if this is my last match in the Masters Cup, I'll be happy because I think, at least comparing to the match against Ferrer, I played a little bit better."

He was helped at times by Tipsarevic's erratic backhand, which often seemed to desert him in key moments during the first set. But the ninth-seeded Serb's accuracy improved as Djokovic's deteriorated, with Tipsarevic making just three errors in the final set.

Both players finished with more unforced errors than winners ? 37 to 30 for Djokovic, and 24 to 21 for Tipsarevic.

Dell posts inaccurate graphics card comparison, promptly removes it and apologizes

Dell's latest attempt to promote its high-end GPUs has fallen flat among online consumers, all because of a rather misleading comparison. The snafu stems from the above image, originally posted on the company's "Help me choose" feature -- an online assistant designed to help users customize their Optiplex desktops. At left is a desktop with a normal graphics card, juxtaposed with an identical machine packing Dell's "high-end" GPU. Both are displaying a Windows desktop at the same resolution, but the render on the left looks noticeably blurry. As many Reddit users soon pointed out, even the most prosaic of graphics cards would be able to transmit a blur-free Windows desktop, implying that the PC manufacturer may have taken some unfounded liberties with its imagery. PC Pro notified Dell of the discrepancy, and the graphic has since been removed. The company also issued the following apology, claiming that it had no intention of bending the truth:

It was never our intention to mislead customers, and we apologise for any confusion caused. We have now removed the image from our Global sites. Dell remains committed to delivering the best possible experience to all our customers.

Arroyo's health improving, asks for house arrest (AP)

MANILA, Philippines ? A lawyer for the former Philippine president arrested on electoral fraud charges in her hospital suite says her health is improving and she can now be detained in her house.

Ex-President Gloria Macapagal Arroyo had argued before her arrest last week that she needed to travel abroad for a bone treatment. The government refused to let her go, even after the Supreme Court ruled in her favor.

In a change of tactic, lawyer Jose Flaminiano told a court Friday he was withdrawing his motion for a hospital arrest in favor of house arrest.

Arroyo successor President Benigno Aquino III has said the government wouldn't object and wants the former leader treated with respect.

Arroyo is charged with ordering the rigging of 2007 congressional polls, which she denies.

NPD: HP nabs spot as number two tablet maker... for the moment

You hear that Samsung? HP's number two. For now at least. The PC maker, which snuffed out its line of webOS devices not all that long ago, managed to grab the number two spot in the tablet race between January and October, according to analyst group, NPD. The news comes thanks in part, no doubt, to the bargain basement pricing on its discontinued TouchPad. According to NPD, the time frame saw the sale of more than 1.2 million non-iPad tablets. Apparently 76 percent of those who bought such devices didn't even consider picking up Apple's industry leading slate.

A Minute With: David Fincher on his "Dragon Tattoo" (Reuters)

LOS ANGELES (Reuters) ? Last year's holiday movie season seemed to belong to filmmaker David Fincher. His "The Social Network," struck the zeitgeist among movie goers, critics and awards groups.

Twenty-five days after Fincher completed "Network," the director found himself in Sweden, shooting "The Girl With the Dragon Tattoo."

It's the English language adaptation of Swedish author Steig Larsson's first installment of his popular Millennium thriller series, with tales of avenging sexual violence against women.

Fincher's version stars Rooney Mara as a young computer hacker helping a journalist (Daniel Craig) crack a case of a missing woman. The film comes out in theaters December 21, but is already the subject of huge interest among fans.

Fincher spoke to Reuters about the film, the Swedish franchise and why he feels he'll be sitting out Hollywood's awards season this year.

Q: How is your version different from the Swedish film?

A: "I wholly respect what's been done in advance of our beginning. But I also think that we brought it a different sensibility to it, a different telling. We're doing parts of the story that were cut for length or budget in the past. There is a lot of back story and some of that stuff is channeled elsewhere in the Swedish version."

Q: Do you feel pressure to live up to fans' expectations?

A: "I live to sidestep feeling pressure. Because if you're spending $250,000 per day of shooting, you learn to deal with pressure. I feel responsibility to an author who is not going to be able to see the movie. I feel responsibility to a Swedish crew who gave everything, 12 hours a day for 100 days to help put this thing on the screen. I feel responsibility to the actors. We don't want to stink the place up. Hopefully this version will live alongside the other version."

Q: There were many actresses vying for the explosive character of Lisbeth Salander. How did you pick Rooney Mara?

A: "I didn't see Lisbeth like that. I don't see her as a kick-ass avenger. I see her as damaged goods and very real. I was never looking for her to be Joan Jett. I was looking for, 'How does a girl who's been through all the things that this girl has been through -- how does she survive, where does she find a moment of happiness, at what point in the movie does she smile'?"

Q: And Rooney answered those questions for you?

A: "These are the things that you turn to somebody, not just because they're a great actor or because they can pretend well, but because they're sort of an emotional hanger and you're putting this character, like a suit of clothes, on it. The wonderful thing about Rooney was it kept exposing itself layer after layer."

Q: You have a 17-year-old daughter. Did this story speak to a protective fatherly instinct in you?

A: "I'm not gonna deny that there are things about Rooney that are similar to different women that I have in my life. I would like to say that I felt compelled for reasons of feeling injustice. It's shocking to me the kind of depravity that the story was talking about. But it was first and foremost these two characters and the story -- this bizarre team, these bizarre lovers, these bizarre avengers. This story has a lot of the trappings of pulpy thriller fiction but it also has deeper roots and deeper resonance."

Q: Last year "The Social Network" cleaned up during awards season. Do you have any hopes for "Dragon Tattoo" doing the same this year?

A: "No. I honestly don't think that's in the cards. There's probably too much sodomy in this movie for it to be (a contender). But who knows? Maybe sodomy is big this year. (Laughs)"

Q: How about box office. Do you think the subject matter will affect the film's ticket sales?

A: "When the book was first given to me in 2006 or something, in galley form, the answer (to the question was), 'I don't know.' It was up my alley, but I didn't know if anyone was was going to read the book. That 'I don't know' thing is important to me to keep. It's the secret handshake. The fact that 60 million people have bought the books says to me that there is an audience out there who is okay with adult themes and adult material if it's done well and it has some human characters at the center of it."

Q: Would you like to continue working on the rest of the books and direct the second installment?

A: "At this point, no. But ask me again in two months. I'm so tired right now I can't think straight. You don't ask a woman in labor, 'Do you want another child?'" (laughs)

At DC DMV: Driver's license, tag renewal, HIV test (AP)

WASHINGTON ? At one Department of Motor Vehicles' office in the nation's capital, motorists can get a driver's license, temporary tags and something wholly unrelated to the road: a free HIV test.

In a city with one of the highest percentages of residents living with HIV or AIDS, health officials have spent the last year test-driving the HIV screening program. Since the program began last October, more than 5,000 people have been tested at the DMV site and gotten results while they waited.

Now, officials are expanding the program, offering testing for the first time at an office where Washington residents register for food stamps, Medicaid and other government assistance. On Monday, the first day of the program, 60 people got tested, officials said. As an incentive, they're being offered a $5 gift card to a local grocery store.

"You have to meet people where they are," explained Sheila Brockington, who oversees HIV testing at the DMV office in southeast Washington, the only one of the city's three DMV service centers where it is offered. "You're waiting anyway. You might as well."

The testing project isn't run by the DMV but by a nonprofit group, Family and Medical Counseling Service Inc., which uses an office inside the site. To ensure confidentiality, residents get tested and receive results in the private office, out of earshot of those going about their usual DMV business. The nonprofit got a $250,000 grant to do the testing and secured the support of the city's Health Department and the DMV. Now a second, similar grant is funding expansion.

Government statistics released in June show about 1.1 million Americans were living with the AIDS virus in 2008, and other studies show that about 10 percent to 20 percent of U.S. adults are tested annually. But those involved in HIV/AIDS work recognize that more needs to be done to identify people living with HIV, said Chris Collins, the vice president and director of public policy for amfAR, the Foundation for AIDS Research.

"We need to be looking for creative ways to reach people who haven't tested in the past," said Collins, who hasn't studied Washington's program but said innovation and creativity by cities is important.

In Washington, not everyone was sold on the idea when it was proposed by the head of the Family and Medical Counseling Service, Angela Wood. She came up with the idea after sitting at a DMV office herself. Initially, some officials doubted many people would test. Now, however, between 25 and 35 people get tested every day at the DMV location. Anyone who agrees gets $7 off their DMV services.

For those who test positive, the nonprofit offers a free ride to its nearby office where they can arrange counseling and an appointment with a doctor. So far, less than 1 percent of those screened have tested positive, though some already knew their status. That's below the city's infection rate of 3 percent.

By now, the four people who run the program at the DMV office have their pitch for testing down. When people are on line, one of the testers approaches with the offer: free tests, money off your bill, and the promise that it won't hurt.

"We don't do blood. We do swabs," tester Karen Johnson tells patrons, explaining that the test of their saliva takes 20 minutes and that participants will not lose their place in the DMV line.

For patrons, the offer is generally a surprise, but not an unwelcome one.

Bus driver Nat Jordan, 35, was at the DMV office one day to get his car registered. He said he accepted because he gets tested once a year anyway. Colleen Russell, 28, a newly married nurse who was at the DMV to change her name on her driver's license, said she knew she was negative. But she said she got tested because she comes in contact with patients every day who could be infected.

Not all residents are sure of their status, though. One man who got tested and spoke on the condition that his name not be used said his wife is HIV positive. Though he had had a negative HIV test before, it reassured him to have a second one at the DMV.

Wood, the person who proposed the unconventional testing sites, said she understands they aren't right for everyone. That's fine, she said. The message: "It's important for you to take the test, whether you take it here or at another site."

Conn. seeks to extradite suspected rapist to Va. (AP)

NEW HAVEN, Conn. ? Connecticut prosecutors will try to send a man suspected in rape cases along the East Coast to Virginia, a prosecutor said Tuesday.

New Haven State's Attorney Michael Dearington would not discuss why Connecticut had decided to extradite Aaron Thomas, of New Haven.

The 40-year-old Thomas pleaded not guilty in March to a charge of raping a woman in New Haven in 2007. Authorities say DNA confirmed he is responsible for rapes and other attacks on 17 women from Virginia to Connecticut.

The extradition decision was first reported by the New Haven Register.

Joseph Lopez, the public defender representing Thomas, said a hearing is scheduled in New Haven Superior Court on Nov. 28 to consider his motion for a speedy trial and a challenge to the extradition attempt.

In court papers, Lopez said Connecticut has held Thomas for more than eight months and the state's attempt to now extradite his client would violate his constitutional right to a speedy trial.

The first assault that authorities say they connected to Thomas was in 1997 in Forestville, Md., when a man pulled a gun on a woman and forced her into the woods, then fled on a bicycle. Seven months later, a woman was raped behind a restaurant garbage bin in Maryland. The following year a 16-year-old girl was raped, also in Maryland. Authorities said the same man then started attacking women in Virginia, until two victims were raped in the same attack in Maryland in 2001.

Police said the suspect resurfaced in 2006 in New England, peeping on a girl doing her homework in Rhode Island before her screams scared him off. Two teenage trick-or-treaters were raped in 2009 in Woodbridge, Va.

Authorities had mounted a large-scale public outreach campaign, putting up electronic billboards in the states where the attacks occurred and in neighboring states. DNA from a cigarette that police saw Thomas discard after leaving a New Haven court was used to confirm that Thomas was the man wanted in the attacks, a prosecutor has said.

PHOENIX -- Brooke Otto works a lot, so she thought it might be a good time to take a vacation with her husband just to get away.

"We planned a trip to the Bahamas, we had been there for our honeymoon in 2009 and we just thought we would go and check out another island," Otto said.

After looking at pictures from their last vacation, Otto and her husband logged on to Priceline.Com and booked two tickets to the Bahamas for around $1,300. Otto also spent $60 on travel insurance from a company called BerkelyCare just in case the unexpected happened and she would be able to get their $1,300 back if she canceled.

"Things out of your control happen and just having that security, you know, with all that money made us feel at ease," she explained.
?
It turns out the unexpected did happen. Otto found out later on that she was pregnant and would be adding to her family. Following some minor complications with her pregnancy, Otto was advised by her doctor to cancel her vacation to the Bahamas, which she did.
?
"To me, risking my life or the baby's life is not worth it, it really wasn't worth paradise and relaxation," she told 3 On Your Side.
?
Otto's doctor wrote a letter to BerkelyCare Travel Insurance, saying she should not travel to the Bahamas due to medical reasons. Other documents indicated Otto was cramping, nauseated and vomiting. Still, BerkelyCare refused to return the $1,300 to Otto, saying pregnancy was not valid under her policy.

They did, and referred me to a 10-page document where on page 8, it states a normal pregnancy is not refundable unless the woman is hospitalized.?Otto can't believe it, saying she bought travel insurance just in case she had to cancel and now that she has to, she can't

"We've booked many trips and this is the first time you have to either be dying or hospitalized to get your money back," Otto said.

I found another exclusion in that policy that I thought was interesting. If you?re in the military and you get called up, you won?t be reimbursed for your trip. Think about that one.

October home sales rose 1.4 percent but still weak

(AP) ? The number of Americans who bought previously occupied homes rose slightly last month but remained at depressed levels. And more deals are being canceled at the last minute, a sign that even those who are looking to buy are worried about the housing market.

Home sales rose 1.4 percent last month to a seasonally adjusted annual rate of 4.97 million, the National Association of Realtors said Monday. That's below the 6 million that economists say is consistent with a healthy housing market and slightly ahead of last year's sales ? the worst in 13 years.

The sales are measured when buyers close on the homes.

Many deals are falling apart before that point. One third of Realtors say they've had at least one contract scuttled in October, up from 18 percent in September.

Contracts have been cancelled for a number of reasons: Banks have declined mortgage applications; home inspectors have found problems; appraisals showed a home was worth less than the bid; a buyer lost a job before the closing.

Still, the October increase in home sales beat analysts' expectations. Some economists took that as a positive sign for the troubled market.

"We are not looking for a housing renaissance but the straws in the wind suggest that activity in the sector might be improving slightly," said John Ryding, chief economist at RDQ Economics.

More than two years after the recession officially ended, many people can't qualify for loans or meet higher down-payment requirements. Even those with excellent credit and stable jobs are holding off because they fear that home prices will keep falling. Home sales are also being hurt by a steep decline in first-time buyers, who are critical to reviving the housing market.

Activity among first-time buyers rose slightly last month to make up 34 percent of sales. That's up from 32 percent in September.

At the same time, homes at risk of foreclosure made up 28 percent of sales last month. That's down from 30 percent in September. Many of the sales went to investors, who are increasingly buying homes priced under $100,000. Sales in that category have increased more than 24 percent over the past year while sales of more expensive homes have fallen.

Sales have fallen in four of the five years since the housing boom went bust in 2006. Declining prices and record-low mortgage rates haven't been enough to boost sales.

Most economists say home prices will keep falling, by at least 5 percent, through the rest of the year. Many forecasts don't anticipate a rebound in prices until at least 2013.

The median sales price dropped roughly 2 percent to $162,500 in October.

The high rate of foreclosures has made re-sold homes much cheaper than new homes. The median price of a new home is roughly 30 percent higher than the price of one that's been occupied before ? twice the normal markup.

Investors are taking advantage of the discounts. Their purchases made up 19 percent of all sales last month, compared with less than 10 percent in healthier housing markets.

Home sales rose across the most of the country. Sales increased 4.4 percent in the West, 2.8 percent in the Midwest and 2.1 percent in the South. They fell 5.1 percent in the Northeast.

The glut of unsold homes declined slightly in August to 3.33 million homes. At last month's sales pace, it would take 8 months to clear those homes. Analysts say a healthy supply can be cleared in six months.

The housing market continues to struggle even as the broader economy has shown some improvement in recent months.

The economy grew at an annual pace of 2.5 percent in the July-September quarter. Many economists expect slightly better growth in the October-December quarter.

Last week, the government reported further improvement in the number of people seeking unemployment benefits for the first time. The number fell to 388,000, the fewest since April.

In October, the economy added a net total of 80,000 jobs. It was the 13th straight month of gains. Still, the additional jobs were fewer than the roughly 125,000 that are needed each month just to keep up with population growth.

Thirty years after actress Natalie Wood died after going on a boating trip with then-husband Robert Wagner and Christopher Walken, officials have reopened the investigation of her death. For years after Wood's death -- which was ruled an accident -- suspicions and theories have been raised about what actually happened on the boat that day. Wood's death is not the only Hollywood tragedy that has been shrouded in mystery and intrigue.

L-3 Communications Prices $500M Offering Of Senior Notes ...

L-3 Communications Holdings Inc. (NYSE:LLL) said its Communications Corp. unit has priced an offering of $500 million of 3.95% Senior Notes due November 15, 2016.

New York-based L-3 said it plans to use the net proceeds to redeem $500 million of its outstanding $1 billion aggregate principal amount of 6 3/8% Senior Subordinated Notes due 2015.

The company, which posted sales of $15.7?billion in 2010, is a prime contractor in C3ISR (Command, Control, Communications, Intelligence, Surveillance and Reconnaissance) systems, aircraft modernization and maintenance, and government services. L-3 also provides electronic systems used on military and commercial platforms.

LLL shares, which have been trading in the 52-week range between $58.30 and $88.55, edged up 0.03 percent to $66.89 at 2.53 pm EST on Friday.
